At some point, Technical Documents will begin to come together for all the various topics...
Should a new "folder" be created so that as procedures are finalized, they could be dropped into that folder? By doing this, others on the committee could move to a new topic unless a revision is noticed and required.
At some point, the number of topics will be begin to increase and may be lost causing a duplication of efforts.
I don't know this has merit, but I was thinking that this might become and issue...

Andy is working on an index. We will need to incorporate it into the organization. You are probably right about a new folder for finalized copy. 🙂
I was thinking that each topic would show the copy with photos embedded so that the reader does not have to open any attachments, although I don't know how to make the photo appear in the copy like some other threads have been done.
