I'd like to put a rod holder on the ceiling of my basement. Does anyone know if there are wires or pipes (tubing) running there?

Wires everywhere!!!!
If you make sure you drill into the aluminum studs which are square stock, then only drill through the lower section you will be fine.
I have found nothing they ran on the inside of the studs but that's only in ours.

Still....Us the short, self-tapping screws to minimize risk.

As for the fishing rack, I installed this one a couple years ago. It is sold by Walmart. It seemed like a good idea at the time. The rods are pressed into the foam and they are out of the way.

Having said that, the foam on this brand is junk and after a couple of years, the rods have trouble staying in. The hanging weight is a problem. The weight of the rods wears down the foam. And, after you press the rods in and out a few times, the foam weakens yet further.

There are probably other fishing rod racks you can by, but if you are installing this particular one, it would be best to mount on a side wall. That would hold the weight better and it may work like its supposed to.

I used the same type of holder., got it on clearance at Bass Pro Shops.. I also used 1/2” self tappers... I also used mini bunjie cords to hold the rods tight in the rack...
