We just checked out Picacho Peak Rv and loved it. Casa Grande is a second choice. We like being out to enjoy the hiking and county. Yes it is a drive to shop, but I considet that an adventure to explore. thanks!

We stayed at that park a few years ago before the upgrade, it was close to the freeway and at that time the water had warning signs that it was undrinkable even after boiling, they must have installed treatment equipment.

If you want to be closer to the hiking trails (and farther away from the freeway) stay at the state park next door, but it has only electric, but has a dump site with water. Good for short stays.

We live in Arizona - I think you will enjoy your visit.
In Southern Arizona we discovered Patagonia Lake - beautiful (truly Southern Arizona) https://azstateparks.com/reserve/patagonia-lake/camping/.

In the Phoenix area look for any of the Maricopa County Campgrounds, we are especially fond of McDowell Mtn Park (but all are great) https://maricopacountyparks.org/ All of their parks/sites have great pads, reasonable amenities and close to the city.

If they're planning the winter snowbird stay most state & county parks will only allow 14 days & if they are like the one next door here (Picaho state park) their sites only have 30 amp electric, no water or sewer at sites, dump station on the way out. As fulltimers moving every 14 days & having to cut loose to move & dump weekly doesn't appeal to us.
